If I remember correctly, dragon-types are weak to ice-types. It only makes sense that a chef has ice somewhere in a kitchen.

The chef throws ice cubes at the dragon and it dies because video game logic.

Shooting a chef is generally not a socially acceptable action, and would quickly result in the gunman being arrested/shot by the local authorities.

Given that the chef is (seemingly) just a chef, however, a shotgun would make short work of him.
