I would think that whatever race the parents were would only affect the baby at the time it actually becomes a baby, i.e. fertilization. But the mom would probably have to not be a non-mammal for the duration of the pregnancy (and not be small animals once the baby was too big, either.)

Let's just do something absolutely totally crazy and just have doppelganger reproduction work by a doppelganger budding off from the parent.  This seems reasonable, and it works if we don't think about it all that much.  Or even if we do.  Eh, whatever.
But if a doppelganger impregnates or is impregnated, they would either pass on their shifting, or just have a bud to nurture.

This is my headcanon and I'm sticking with it.

If the child is born to anyone but a pair of doppelgangers they have no magic or abilitys until they reach puberty, That there Mother wouldn't have.
The child will gain a small amount of "Racial Memory" when they reach puberty, that helps them control the powers that they suddenly gain.
All Doppelgangers have the same DNA, No matter who there parents were.
All Doppelgangers have Type O blood.
