I think that (most) cards should cost resources to use. These would include actual resources (metal, wood, oil), but there would be artifiacial ones as well (espionage, karma). I didn't quite understand how the first arms race's resources worked, and whether tehy'll be the same as here, but if what I'm suggesting sounds confusing, its probably because I misunderstand something.
The first game is incredibly simple. Each side have 1 espionage action to use. Which can be anything from stealing designs to industrial sabotage. Results determined by a D6 against a difficulty (assigned by GM). If you fail too badly you cannot perform the espionage next turn (to simulate the cooling off/retraining needed)

Front loaded complexity. As far as I found, it works better if you sneak it in after.

Try not to have front loaded complexity it makes fudgeing things later much harder as you need to find loop holes and close them behind you.

Agree, plus that's about the LAST thing *I* want to see from this kind of game - author spending valuable development time on useless graphics.
