Ignore it. Not only is it a bug, it also does not make the noble in question unhappy.

At least, my Queen has made such a demand, yet she is perfectly ecstatic and has no unhappy thoughts in her record at all related to "the state of demands".

Unfulfilled demands don't cause punishments, only unfulfilled mandates.

One of my nobles just restricted the export of adamantine. I might just be able to manage that one.

My tax collector wanted a green glass window in his bedroom, and I made one... and his mandate turned white (which I assume is normal) and no one got jacked by the Hammerer.

Incidentally I got sick of the Hammerer, so I built his bedroom in the midst of a number of goblin cages, and pulled the switch when he was asleep.

The goblins milled about and did nothing until he woke up.  The guy killed them all and didn't get a flesh wound.

He did die, though, as I forgot to unlock the doors and he got exceedingly thirsty.

Hey... that's a nice hammer!

If you don't feel like killing your hammerdwarf, you can lock him in his room and he won't be able to give out pushments. Put a small food stockpile in his room and refill it while he is asleep.

If I built a "transfer chamber" between the Noble Internment Area and the rest of the fort and locked the outer door, would the nobles pile up at the locked outer door like pets or would they just mill around, allowing me to hit the lock on the inner door when it's time to replenish the food stockpile in the antechamber?

Put some plumbing in your transfer chamber and wash the nobles out of it when it's time to deposit food.
