Expedition Leader, Solon Uzolthosbut, has instituted extremely strict immigration rules.  So far not a single immigrant has met the very strict immigration requirements to join my fortress in over 3 years.  Solon is quite proud that he has prevented any dwarves with the wrong color hair from joining our exclusive conclave.

I am using the latest Mayfair Green mod and the version of DF which came with it (one or two versions out of date), and Dwarf Therapist.  I've tried multiple fortresses in a single world, and even generated a new world.

I could not find anything in the forums or WIKI on this, but I may not have searched on the right terms.  Anyone know what might be causing this?  ANy help would be appreciated.

The population caps (there are now two) prevent all immigration once the specified value is reached. The new cap, with an unfortunate default value of 0 early in the v0.40 branch, caused multiple problems when mods intended for a different version "updated" the config file and removed the cap. Verify that you have both values in your config files, and that both are set to a reasonable value (at least larger than your current population).

Other than that, it is possible to embark from an "extinct" civilization. If you do so, you will never receive any immigrants after the first two hard-coded waves.

I did a little digging, and I found the following line missing in d_init.txt:
     [STRICT_POPULATION_CAP:220]

I added it in, and now the immigrants have started showing up.

The [POPULATION_CAP] tag controls migrants - they only come if the population is below the cap, or if there is no cap.

The [STRICT_POPULATION_CAP] tag controls total population - it blocks both migrants and births if the population is at or above the cap.

You will still receive immigrants from an extinct civilization. They are created by the game when they enter the map. If you don't want immigrants from an extinct civilization, set the [POPULATION_CAP] to 1 (you can also use the LNP for this). With a [POPULATION_CAP] of 1, migrants will only come if the population is below 1 - which, of course, is impossible.
