Interact with B at the coldspires. Interact with D at the cold spires.

Increase economy by 3 administrative points

Increase army with 3 administrative points

Interact by finding out some basic info about them.

The Great Vaalan Eternal Fortress spends all administrative points on developing economy in Keigar's Reach. The Eternal Fortress must grow, and that requires resources.
