- Spent ammo cannot be rebundled into stacks, so if the hunter picks it up, only a handful of bolts is picked up (most probably just one). Melting the bolts down will generate a lot more metal than that used to make them due to a bug/feature.
- The spent bolts might be 'f'orbidden, and so would have to be un'f'orbidden to be picked up by anyone.
- Assigning more than 25 bolts per hunter/x-bow dorfs is generally useless (but harmless if you've got enough), since they very rarely pick up more than 25.
- If you have x-bow dwarves those may have reserved the ammo.
- Verify that the kind of ammo allocated to the hunter matches the type(s) you have available.
- I assume you don't have burrows restricting access, and that there is physical access to the stockpile(s) for the hunter.

Make sure the equipment including the bolts aren't marked as forbidden or for melting.  There might be a chance your hunter picked up a longbow from some caravan or invader so be sure to forbid all bows and then turn off hunting and turn it on again.

Hunters don't go after every wild creature on the map.  They won't hunt animalmen, and they have a lot of difficulty hunting birds and other flying creatures so they generally don't bother with them.
