The GM didn't log in for a week after posting the OP and his posts are all in this topic, so we may be looking at a dead game right here.

Backstory: A lowlife gangster who made his way into the vault.

You begin in Plaza District, staying in a darkened corner near two merchant stalls. One is selling general goods and the other is selling hot dogs. The Plaza is packed heavily today, with many Vault Dwellers shoving their way through market stall to market stall. You have a leather jacket over your vault suit uniform, the Vault is 876. In your pocket is combat knife and pack of cigarettes in your front jacket pocket. Forgot your lighter though....Damn.

Head of Security Rayne was deep inside SEC, in your office. Your desk is piled with accounts, warrants, and deputy applications. The expanse of your office is masterful at best, but it is pretty bare except for a locker with weaponry and a few chairs. Equipped on your person is Security issue armor and a holster for your trusty .44 magnum on your desk. Some .44 ammo boxes litter the floor near your desk. Beyond your office door is a hall down to the meeting room.

Alex Raman was the most important and targeted man in Vault 876. You currently in your room, many belongings and possessions surround you. On you right now is your Vault-Tec armored 867 cape and holstered on your hip is your E-gun. It is mostly for show only, since your ammo for it is low. 5 charged cells remain in the battery chamber. Beyond your bed room is a door to your office, where most of your equipment is.

Today was a very bad day. Currently two officers are struggling to subdue a prison pumped filled with buffout in cell block 35. You see this on one of the many security cameras that roam the holding blocks. Inside your office is many warrants, prisoner files, and some equipment. Your locker filled with some of your weapons are at the side of the door leading to the cell blocks. Currently you sit at your chair, equipped with an armored Warden's hat, a holster for your Stun-Prod, and sunglasses. The officers are being battered by the buffout prisoner who broke out his cuffs, his blood lust clouding his mind from the drug.

If any day was a good one, it was this day. You just completed a job for a low-level mobster in the black market, had to kill some schmuck who was falsifying investments in one of the mob controlled hotel. Now you are heading back through the waves of people to the Lucky Dart, a small black market Casino. On you is your silence .22, combat knife, 3 smoke bombs, and 8 .22 ammo shells. All in your disguised utility belt. As you walk, you see some gangsters look at you in an alley way. They look like common thugs, but they slowly walk up to you.

Speaking of lowest intelligence, that reminds me of the fact that it's probably your first time in prison. Don't worry, I can give you some tips, having spent some time in a few myself. The best way to make friends here is to drop the soap during shower time. Try it, I'm sure you'll love making friends like that!

"This is Sergeant Moeler to HoS Reyne. Reporting a riot in Cell Block 35. Over and Out."
Get some sort of lethal firearm, maybe a shotgun, and request one guard from every other cellblock to head over and receive riot equipment (shield, stun baton, helmet). Then those guards will overpower the rioting prisoners. I will personally head over there.

Commanding all the Vault-Citizens to go to the assembly at such a strange time, most Vault-Dwellers comply. Walking through the many halls, you make it to the back of the Atrium. Entering through the airlock, you step up to a hugh podium. Many common citizens look up to you, confused. IAA agents stand on either side of you for protection. They are basically an agency based off pre-war CIA and Secret Service.

[What do you say?]

Search for a lighter. Don't go to assembly.

After the announcement, many of the Vault Dwellers in the Plaza clear out. Some are more defiant and continue shopping. In search for a ligther, you walk to a general goods stall. The clerk looks up at you and smiles. He seems to be a short man, but he currently sits down. Many of his wares are accosted in the front of his stall.

"How can I help you good sir?"

In a haste you get up from your desk and open your locker. Only some uniforms and non-lethal tasers are inside. One prisoner on buffout is the only one causing disruption in Cell block 35, but if he defeats the two SEC officers he could escape. All the SEC officers hear your announcement from your office, they run to the barracks. They walk up to the armory airlock, but as always the Armory is locked on Code-Green and Code-Blue. Milling about confused, they resolve to apprehend the prisoner in Cell block 35 with regular SEC equipment.

Leaving your office, you run to Cell block 35. Having your stun taser drawn and stun baton holstered, you see the prisoner on buffout shrugging off stuns and lethal battering with the stun prods. The buffout has made the prisoner 7'3 feet tall with ridiculously large muscles all over his frame. Literally he bashes and pummels SEC officers away from him, some falling unconscious in a bloody heap. A 5 squad SEC officer team arrived with you.
