Moving through water issues

I have a big standing pool of level 3/7 water, caused by certain misguided engineering plans.

Sadly, a heroic dwarf died in the calamity, leaving a artifact Quern submerged in the pool.  My Mayor keeps trying to go get it, then cancelling the job because of 'dangerous terrain'.  But the water is only 3/7, which by everything I've read is wading level.  Why can't he go get the stupid thing?  The pool is huge, it would take a massive engineering effort to drain it.

Most likely they pool has some 4/7 level water moving around which is causing the canceling. When I built an entrance with water covered automated spikes I had that problem.

Or you can forbid it.  You wont get the use, but it will stop the canceling.
