Part of the meeting was conducted already but there's still like half or a third of it to go, the diplomat is following the expedition leader around everywhere.  I have the expedition leader off of every duty but he still keeps wandering off to pen/pasture animals and harvest plants and there seems to be no way to turn these labors off in dwarf therapist. I already turned off haul animal and that doesn't seem to stop him from pasturing them.  I turned off farming and all hauling/cleaning but he's still harvesting plants as well.

Might it help to make someone else the expedition leader temporarily or will that cause a bug when the diplomat is already here?

I have noticed that the expedition leader attempts to conduct the meeting a few times but he only sits in his office for a couple seconds before going off to do something else. 

Expedition leader's office is small and there is no hall leading to it, its right off of the central staircase, I've noticed that when he enters the office, the diplomat doesn't always get into the office but sometimes stands in the doorway or the other side of the wall... could this be the problem?

How long do I have before the diplomat goes crazy or dies of starvation or something? Will this cause a loyalty cascade or lose relation with dwarven civilization?  He's a dwarven outpost liaison.

That would cause the "stymied" diplomat to leave unhappy.

Temporarily burrowing the leader in his office should keep him there to finish the meeting.

As long as your leader is *trying* to hold a meeting the diplomat will wait around indefinitely (well, he'll eventually die of old age, as will your leader, and either death will end the stalemate).

Seems like it was a bug with the expedition leader's office.  Gave him a new office and the meeting progressed then.
