Dwarfs wont move dead kolbold

A sneaky beardless kolbold tried to get in my fortress, so we killed him right out side the entrance, now every time they go outside they are horrified to find his body (which is now nothing but pile of bones). any suggestions on how to make the body go away?

Firstly, you need a refuse stockpile. I use one for sentient refuse (such as kobolds) and one for everything else.
Secondly, you need to change the setting for refuse collection to collect refuse from outside, 'o'-'r'-'o', and then you need to check that the body isn't 'f'orbidden (which I think it will be if the refuse collection flag hasn't been changed). Loo'k' at it and un'f'orbid it if it is.

The other alternative is to 'd'ump it (from loo'k') into a suitable refuse stockpile.
Note that not only will your dwarves get bad thoughts every season they see the remains, but caravan members (not counting guards) that see it will leave immediately without any notice and take the rest of the caravan with them. They' dump what they're carrying (presumably to flee faster).
Thus, sentient refuse should be kept out of the way. It can, of course, be incinerated in magma.

i just built a wall around him to keep anyone from seeing it. then i built a slab to memorialize him in.

Enemies don't need slabs to stop them from raising, but it's nice from a role playing point of view to provide memorials of vanquished foes.
Walling the corpse in is workable way of dealing with one body, but in the long term you probably need a suitable strategy to deal with enemy bodies.

Like Patrick said you need a corpse strategy. In my forts all corpses get hauled to a refuse stockpile outside.

I think looting dead enemys is fun and you should do it also in order so save performance. Sometimes my dwarfs just refuse to haul corpses, then i get rid of em with dfhack. I know its not a nice solution but i dont want my dwarfs to get bad thoughts for no reason.
