You have a somewhat strange dream of an ancient technology: Virtual Reality. Heresy, heresy you say. But, what if? You have more important things to attend to, however, and you put your VR idea on the back of your mind.

Firstly, you order the PDF to take back the stolen tech from the mutants and rebels. The PDF commander comes to visit you in your audience chamber; a cavernous, gold-gilded hall with an engraved table and various statues and busts. The man, the complete opposite of Lord General Phagius, stands a head taller than you, broad-shouldered, heavily grizzled and solemnly taciturn.

"Your enemies will burn, my lady."

Canonness Imperia is in the chamber as well. You ask her for aid. "Hmph. Fine, but only because we share a common foe, little girl." She storms out of the chamber, bolter ready and voxing her sisters.

With the two out of the way, the ones remaining are Matrix the Tech-Priest, the Lord-Judge Honorus, Boukus Wyrm the Lore-keeper, and Antonyo Demont, the most influential crime-boss of Ordalia IV. You wish to speak with the three advisors directly under your sway; Stem, Wyrm and Demont. Stem, however, has to be contacted another time, after he deals with the rebels.

"Everyone but Wyrm and Demont, leave." The others file out of your chamber, leaving you with the cool-headed, suave Demont, and the positively terrified Wyrm.

"I didn't do it!" Wyrm cries.

"Do what?" comes the soothing voice of the ganger.

"Hm? Oh, yes, of course. Haha."

Slightly impatient, you think of things to question the lore-keeper and crime-boss.

What has happened to stir up such a strong clique of rebels? To my knowledge their was a insurection attempting to overtrow the rule of the previous Governor.

Anything in the Books of lore or perhaps the ears of you either of you?"

This is a good idea. Also, we could probably put hormones on the food and the water supplies, to increase the odds of twins and that kind of stuff.

This is a good idea. Also, we could probably put hormones on the food and the water supplies, to increase the odds of twins and that kind of stuff.
Increase funding on maternity wards and women's medical funding, also provide aid to pregnant women, make giving birth worth it.

We do not really need to worry about population for a few more turns.  In the meantime we need to get things under control. 

Ask the crime boss to sort out who the real rebels are from who are just rioters who are hungry and dissatisfied with life.  We can offer food, money and employment in the form of military training and indoctrination to the rioters, then ship them off world to the Imperial Guard to die on some alien world defending humanity.  The best guardsman can come from hive scum!  The real rebels can be dealt with through arrests.

See what the lore keeper can do about improving our economy, put unused factories to work employing people, rebuild damaged or abandoned manufactories with the help of the mechanius.

Maybe hold a celebration for a saint, every day has some saint named after them, and give out charity from the cathedrals and churches.

The loremaster is obviously terrified, and the crime-boss is now certainly uncomfortable.

"Erm, uh. Well, milady, Ordalia IV is long known for, uh, its insubordination. None of the Governors before you could quite keep the rabble down...."

"Hmph. Watch me. I'll crush the enemies of both the Emperor and the Omnissiah under my boot." You lighten your expression; frankly, you're worried the Wyrm will have a heart attack. "I want to boost the population. Preemptive measures, when the tithes arrive. Oh, and put all manufactorums on active duty."

Wyrm gulps, scribbles notes on his dataslate, and scurries off. You send Demont off as well, to distinguish the rabble from the rebels. You also send this order to the PDF commander, to attempt to arrest instead of kill.

Commander Stem comes into your audience chamber covered in ash and grime, Canonness Imperia trailing not far after. According to their reports, their combined efforts managed to clear out the surface of the problem. The majority of the stolen tech was recovered as well, but many unique relics were defiled or destroyed. Matrix is appeased, but he asks you to join him in self-flogging for forgiveness. You promise to join him later.

You ask Canonness Imperia to host some celebrations for the patron saints of Ordalia to lighten the mood. Imperia, mistrusting, declines. She haughtily states that you better please your Mechanicum lapdogs instead and hold Mechanicus holidays instead.

Communicating through astropath, you tell Lord General Phagius that you would donate an entire penal legion to him, from the numberless horde of rioters. He happily accepts, saying that he'd earnestly return the favor later on.

Let's make religious symbols and shrines for the Emperor to try and lower the heresy. Also, make constant announcement machines for maximum propaganda.

Add the self-flooging with the Priest known as Matrix. It'll help smooth things over.

Also request that Demont and the PDF commander create a joint initiative to find leads as to the ring leaders of these rebels. An of course to find what rivals who may be supporting them with credits. Once we have names we'll decide when to take them out as to decapitate the rebel leadership.
