We should try to recover the stolen technology ASAP. Or else we will have the Mechanichus trying to replace us.

We should also try to organize expedictions into the underhives. Combat servitors (they should not be difficult to make with out tech level), some Adeptus Arbites and PDF and some Sisters of Battle (I'm sure the Cannoness will love burning mutants and heretics down there).

I think our priorities are:

1: Retrieve the stolen technology.
2: Stop the riots.
3: Send expeditions to the underhive.
4: Make people like us and make them follow the Imperial Creed.

We should put techpriests to work making servitors using the bodies of people heavily injured during the riots and of prisoners. This servitors can be used to do the most dangerous jobs, which is something loyal citizens will thank us for.

I think my previous ideas would be a good way to get the people on our side, while also adding more eyes to the streets, build Service bots, as a basic police force, but also authorize them to help citizens with simple tasks like cleaning, maintenance and so forth, our citizens will appreciate the help, but the service bots also have cameras, they monitor, we don't tell the citizens this of course, so all they know is the governor is using our superior tech to make the life of the citizens easier.
We also build cyber domes and other tech oriented entertainment facilities, I particularly like VR because it would give us an opportunity to monitor minds, and get a look at what people are thinking.
 We also have a good defense, if we have eyes in the streets, and in the minds of the citizens we can be aware of possible threats, I don't think we should make preemptive attack against citizens, but if we can know where something is going to happen before it does, we can make major advances on the rebels.

Cyber domes I believe are:

1: Outside our level of tech. Imperial tech is not that high in regards to VR.
2: Technoheresy. I can't recall if it is, but connecting the minds of people who are not techpriests to a machine... Is the kind of shit that the Mechanichus hates.

The GM has the final say on it, though.

EDIT: Because some don't know it, everything regarding AI is big tech heresy. That's why servitors (which are otherwise like robots) are made using a human as a base and a human brain as the main "computer" (what they call a Machine Spirit, which is essentially an AI, but with an organic origin). Just thought it was important people who didn't knew about WH40K knew this.

Weapons (the larger they are and the more overkill they do, the better), synthetic food... Actually a lot of shit. Is just that VR and AI are the two things I recall not being exactly kosher for the Mechanichus.

We can get tech priests to build stuff already invented. That's all.

Also, this. The Mechanichus doesn't "invent". They rediscover, at best. However, to be honest, Imperial tech is pretty impressive.

We could ask their factory cathedrals to make las rifles/pistols for the IG and PDF.

Maybe some tanks and walker things would be ideal also.

Tanks... Not very likely, but lasguns and maybe Chimeras and Sentinels (I know some Hive Worlds have the tech to build Chimeras, so we should be able to do it too, and Sentinels aren't exactly much more complex, so they should not be that hard to make) would be really good. They would help with crowd control and exterminating heretics and rebels. Also, producing Sentinels and Chimeras would really help with our tithe, as not many Hive Worlds can produce those.

EDIT: Question to the GM. When it says our tech level is "Relic", does that mean we have relics, compared to other Hive Worlds, or that we have a level of tech like that of some forge worlds? Because if it is the later, then we might have access to some very sweet stuff.

We will be keeping SOME of the Chimeras and Sentinels right? I am totally for sending some as a tithe but we need our own PDF to be beefed up to the point of holding off against any sort of serious invasion for a whole year. I say year because it usually takes ages for the munitorium to send reinforcements to support invaded worlds.

Alright, I need to finalize suggestions so no mistakes are made. First of all, I'm pretty sure Virtual Reality could be capable with Relic level tech, but is definitely technoheresy since the Tech-priests would have to design and invent it. Secondly, you'd have to ask the Ecclesiarchy or the Adepta Sororitas to set up a Schola Progenium.

For 40k newbies: The Scholas are basically elite schools/orphanages, where the orphaned children of important officials are taken. They become high-ranking officers, elite shocktroops, commisars, and other important people. If they make it through, though.

Also, some of your advisors don't belong to you; ie. you can't get rid of them officially. Assassination is always an option, though! The PDF commander, Lore-keeper, and the citizen representative are all under your sway. People like the Lord-General and Canonness don't answer to you.

More info and lore on 40k you can find in Lexicanum. Or you can ask me, I'm glad to answer. Anyways, finalize your suggestions and actions so that everyone's happy with what the Governess does.

1. Order the PDF to take back the technology stolen from the mutants and ask the Sisters to help. Try to explain this is to help break the heretics and impure ones. Hopefully they'll want to.

2. Meet with the PDF commander, Lore-keeper, and the citizen rep in a private meeting. See what they have to say. Prefrebly after the PDF deals with the riots/tech robbers.

3. Thank the Sisters if they help. If not ask them later on if they would be willing to build the Schola Progenium.

Is there any way we could switch from a hardline stance to a softer stance?  Fewer promises of death and lobotomies.  Instead more offers of amnesty and assistance.

if you offer services using your technology, you can, like I said, keep an eye on people, and using our above average defense, we can deal with threats as soon as they arise, and the citizens wouldn't complain because they'd be services, they'd make lives easier.

+1 also send out the PDF to rectify the rioters offering amnestry if they go home and stop causing trouble. The rest..well they die or go to jail.

GM next time please consider the other part of my suggestion (I.E talking to the other advisers) because now we have to order an unknown man to fix our mistake without greeting them properly.
+1 If you don't like one of your advisors is there a way to replace them?

I don't know much about 40K but couldn't we structure the VR so that it uses the person using it as a base to sidestep the heresy thing
