I think you'll find that all Evil souls regardless of who they worship go to Hell. All the lost souls go elsewhere.

Create an after-life plane for the Kitsoony, accessible only for Kitsoony souls that Veles has created, and close off the corridor to Sheol.

Contains a large theatre so deceased Kitsoony can still enjoy watching and putting on performances in death. Some of the after-life theatres also extend into the highest sections of Kitsoony theatres of the living realm, so the dead can still watch their relatives or favourite living actors perform. The dead cannot interact with the living in these sections, and vice versa. ((it's like a two way mirror. The dead can watch and see from their side, but not do anything, whereas the living can't see through it, or do anything either))
