Revise lasers to stop the overheating and gunk buildup issues, some sort of lens that can be swapped out rapidly or a chemical solution to dissolve the most common elements with a large leaf or flower shaped cooling system around the laser to absorb the heat.

Or.

Revise soldiers to survive for longer periods in the oxygenated atmosphere, allowing more complex operations.

My vote goes for this too. How are our lasers against puny earthling armor? We might want to invest in heavy weapons before they come out with stuff we can't punch through.

Depends on the size of the laser we can get onto the dropship and out into the fight really.

Advanced Lasers :

Work on the lasers proceeds rapidly. In fact, it goes so fluently that 2 options have been considered. The simplest option, which has been retrofitted on all weaponry immediately, is an additional, disposable lens in front of the laser, allowing the firing chamber to be filled with an inert gas. As the lens is separated from the most sensitive parts of the laser, overheating is not much more of a concern.

The alternative solution is quite a bit larger, and thus can't be deployed or retrofitted immediately, though you could add it to a design later. It consists of a plasma window, allowing, once again, the firing chamber to be filled with inert gasses. As an advantage over the disposable lens idea, it needs not be replaced every so often.

I believe you get both techs, it's just the second tech has to be implemented as an action, whereas the first is implemented immediately.

Earth environmental study/adaptation for our science action.

For our Production, start manufacturing the improved dropship instead of the old regular drop-pod

Military-wise, start concentrating our efforts on south america. They're starting to get worried about the agency being unable to protect them, let's make it so.
