Lasers are also useful against targets in orbit or the air.  Or as point defense weapons.

Also if we develop organic lasers we can put them in modified rodents and release swarms of laser shooting rodent monsters.  OR laser wolves.  Or laser sharks.

They could be useful against anything once we scale them up enough. Although I'd rather have some particle beams. Or railguns.
laser shooting rodent monsters | laser wolves | laser sharks
No.

So why not mutate the earth creatures known as "rats" so we can mind control them and make them do our bidding to cause chaos?

How about we just shoot the Earthlings?

Too flashy. Do we want them to see us coming?

Basically, if they can easily explain it away(oh, they're mutating!), then it's good.

Oh, all the rats on Earth are suddenly mutating into a form that is much different that usual! Even though evolution takes a crapload of time to change something, they changed within a day! That's totally normal!

Yeah, no.

We don't change how they look, we just, slowly, over months, increase their size somewhat and put them under our control.

"Now reporting: a new genetic offshoot among rats: they're getting larger!"

Still, the rats are useless. All they can do is cause a small amount of chaos among the civilians. Not to mention that's still a quick change.

In the time it would take to change rats from being useless into being slightly less useless, we could eradicate all major resistance groups by shooting them.

"Now reporting! Aliens are invading!" Compare to:
"Now reporting! Rats are mutating!" Good point. Let's mutate the raccoons instead.

But seriously, is a zombie apocalypse virus a bad idea?

By the way, we are somewhere in the Solar System, most likely near Earth. How do you want to be unnoticed for more than a month (probably less)?

Also, zombies aren't actually that effective. Especially in places where most citizens are armed. And even if they aren't armed, all you have to do is crack the head open.

However a feeling of all consuming hunger that can only be sated by flesh might work. They'd still be fully aware, just their hunger will drive them to eat anything meat.
