Pantheons should essentially as miniature councils. Common goal for each member = No longer useless in most cases, less members = No longer omnipotent. Not sure if proposals would be necessary within them, unless maybe the pantheon happened to be pretty big. Secret pantheon votes, meetings and other related activities should definitively be possible. Also I don't think there should be a cap for the amount of pantheons. That kind of alliance making tends to be pretty unpredictable, so there's no real way to know how many factions will appear for sure until it actually happens.27.5. Provide some juniority compensation
