I don't think the Russians started the domestication program for silver foxes hundreds of years ago.
Sure it may be faster now-a-days, but I don't think it took that long when it was first done.

Besides, I think that's more it being imposed on them, and they just went with it, because food (om-nom-nom).
I'm not even sure if they actually submitted, or just did the easiest thing (either not bite, and get fed, or bite, get hit, and fed less).

Animals are only free if they are generic and not too hostile, as stated in the Big Book of Information. Making a super cute fluffy pet for your race is free. Making the super cute fluffy pet appear in a battlefield and start slaughtering your enemies will cost you.
