Mostly because while Tenat did kinda(emphasis on kinda; just enough that Zhin isn't willing to make a fuss about it if it ends soon) deserve it for going overboard all the time, especially with the Cofe, his followers have suffered enough with that, and anymore and the Pantheon will need to respond.
