They can, the Council is technically a pantheon anyway. There is no limits on pantheons, though I would hate to be the one doing the math if multiple are worshiper-sharing.

I'd already been trying to make one when you made the suggestion, actually. It did give us Arkford, and since neither the Don nor The Devil joined, as was predicted(had to try, at least), our name doesn't fit as well as it could have (STIRK COME ON IT WAS GONNA BE DOUBLE UNDERWORLD DAMNIT AND THE NAME WOULD HAVE FIT ALL THREE OF US ARRRGHHH). Still fits, still a pretty good name for a Pantheon, I'd say.

Ah well. Now maybe we won't be considered entirely evil, and we still have a scientist, at least.

Now we're just Orwellian Rome, rather than Orwellian USSN(United Soviet States of Naziland), what with the experiments and control over the gangs and all. Ah well.

If you can't get 'em to join you, beat 'em. That's how it goes, right?

Sure! Basically, come up with an idea of an interesting Race. You can price check it here, giving as many details as you want. Each "Trait" multiplies the base (.001 for "ten") by a certain amount. There is a list of traits on the first page here, to give you an idea, and you can basically make up any traits you want (to be price checked by KJP).

You start out with 10E and 10I, meaning you can use up to 19E/I to make a starting race without dying.

Teaching the Star-People and Asteroi how to make fireworks.

 The Asteroi are a sapient race of four legged furry creatures the size of a housecat. Their fur is blue and black with specks of glowing spots. They are able to fly and inhabit the cyan temples of the Star-People, except when they go down to the surface world for food. In order to survive amongst the Star-People, they are fireproof, however they prefer to not be out and about during the day instead preferring darkness. There natural life span is exactly 30 years at which case they die, their body disappearing into the shadows.  Asteroi reproduce in litters of up to 12.
