I have done experimentation with this.

Here is the answer:

Water Pressure does not push.
Water Flowing does push.

So a 7/7 tile of water with a guy in it flowing to a 0/7 tile would push the guy to the 0/7 tile.

I think that any amount of flowing pushes, just the more that flowed, the higher the push rate.
