Survive long enough and you'll get there one day. Who knows? with enough strength and speed, you could be out-damaging a Gauss rifle one day if you get into the range! or even going as far as slicing apart attacks!

It would be more likely that the current Team Fortress series is on the 5th or 6th incarnation. But no, unfortunately playing games does not increase your luck/chance in finding magical hats. And I can not confirm nor deny the existences of magical hats.
