There was once a discussion about the actual need to raise the dead. Someone argued that minions of other sorts counted, but I don't remember much about it. Either way, minions are required, might have to be dead ones, might not.

Just curious what flags something as being a "minion."

If I remember correctly, transformed creatures might count. There never was a clear answer. But it could mean the difference between raising corpses or turning people into minions. But once again, there was never a clear answer (to my knowledge).
