Well then as far as I know he'd see the ruined town, and the knight riding out towards the line. the knight would pull up and hesitate a bit when he saw the dragon, then set himself and ride forward again. Still had his weapon sheathed.

The knight pulls up sharply, looking up at the dragon for a few long moments before speaking "Lord dragon! Do these soldiers belong to you? They have acted in a way that brings shame to their commander, and shame to their footmen for following these orders! His voice was a deep rumble, restrained anger roiling behind every word.

They decide that they didn't get paid enough for this..

Why even bother calling for surrender if you've no authority to make any deals? he'd look back towards the village, thinking things over. "If you can not, then I need someone who can. You can find someone yes? Bring them here, I will go to try and get the village under control and in a talking mood. When you return with that person then we can talk. On the open field. Alone."
