Yes but you start with 1.0 speed and each stat point used raises it by 0.3 :v

Do note, everyone. Anyone who'd +4 max to their speed [+ the 0.4 bonus] will end up at that precarious 1.9.
The Rounded-off part culls that bit away. But it may generally help in other rolls of that matter. Say, initiative...

If you have no gear slowing you down and added four points to speed you will have a speed of 2.2 and thus two actions a turn
