A few things there.

1. I can't understand our obsession on the grenade here, though it has a use. Its too defensive and risky to be used as an aggressive weapon.
2. The SPAT actually isn't bad. If we got better armour and have twice as much power driving it, this will be a very, very respectable main battle tank. Also as one might suggest, the SPAT has to work alongside struunks to work to their advantage.
The Arstotzkaian steam tank is, frankly speaking, shit. If we can run around them and hit them in the side or in the back, they are just sitting ducks.
3. Their main advantage is not the tank, but their brand new .35 cal SMG.

In this case I would advocate these:

1- Use our design phase to design a new trench gun. It should be semiauto with a lever action in 12 gauge. All the techs are there and its just a matter fitting all of them there.
2. Our Revision phase should be spent on the SPAT. If the SPAT isn't working, nothing will work unless we add a bigger gun.

Oh radio may be nice. If no one supports me I would vote for the radio.

Given our glut of espionage agents, we can easily just swipe their SMG, patent it in the allied countries to monopolise it and still come out better overall.

Your engineers had... a little difficulty with the technology.

-Model 1 Radio: An enormous construction, sitting on a four-wheeled carriage. It looks like a metal box of about four foot by six foot, and includes a six-foot radio mast on top. It operated with a large vacuum tubes and powered by four men turning a wheel. It is no more portable than your artillery and fails as soon as it is hit by bullets or shrapnel. It costs 3 ore and its complexity makes it Expensive. It would ideally be powered by a motor, but this would make it too expensive.

Its already expensive, making it smaller will require a motor or developing pf batteries pushing it to very expensive. This makes the radio worthless.
