By the way, I propose a change in the rock's security system, it shall be kept in a room, and instead of normal guards, we shall have guards in tiger armor, wielding LMG's, who will only open the door if the correct password is put in, the password shall be "Glory to Arstotzka" no spy worth his/her salt would say that. And anyone who gets it wrong is to be shot!

I think that's what he means. If the person trying to access it is just like "lol k, Glory to arstotzka : DDDD " then we'd know they're a spy.
