You roll a 1, but your engineers have learned by now when a flamethrower is about to explode.

Incinerator Flamethrower: A heavy weapon, consists of two tanks on a soldier's back (one of harmless nitrogen as a propellant, and one of flamethrower fuel) and a nozzle with a pilot light. Shoots a jet of burning liquid about 25 feet. Includes an emergency cutoff valve. Costs 2 ore, 2 oil.

There appears to be no drawbacks!  Other than the obvious ones when carrying a large quantity of inflammable liquid on your back is involved.

Now, what to revise?

You know, if optics were cheap, our snipers wouldn't be restricted to officers only, bypassing the camo problem and providing cheap optics to all tanks, arty, and aircraft.

Make optics not expensive.

I'm worried that the success on flamethrowers was because of two design actions on a weapon that's not very useful.  Still, should be okay in the cities and of some use in the jungle, and their petrol-burning tanks might be vulnerable to it.

-1.  Snipers are primarily used to take out officers and other specific targets, requiring a high level of skill, so we only need officers to be snipers.  Making this cheap doesn't have a significant effect.

It does however give more optics for our vehicles/artillery, which afaik are not all equipped with optics because reasons.

To be exact, our camo need to consist of patterns in different scales, so it would be harder to detect in a heated fighting environment.

We could just send an order to stop officers from carrying sniper rifles, and give one to a designated marksman in the squad instead. Improving our reliability in the jungle will pay much greater dividends in the long run, and failing that getting optics onto our vehicles is important too.
