1) Provision against the utilization of cruel and unusual Weaponry

Forbids the utilization of anything but conventional weaponry, that being those weapons who rely on kinetic, explosive or incendiary potential in order to kill enemy soldiers. Weapons which utilize biological, chemical or other means to directly interact with the human body to seriously harm or kill it will be forbidden.

In addition, this provision also bans the utilization of cruel weaponry, ie those weapons who are primarily intended to maim rather than kill or neutralize the target.

2) Provision for the protection of Prisoners of War.

Prisoners of war should be treated fairly, and for the purpose of this agreement will be classified as civilians. They should be provided with food, healthcare and other needs, and should not be forced , or mislead into giving up any information against their will.

3) Provision against the utilization of violence against civilian targets

Prevents the waging of warfare within or deliberate destruction of  civilian areas, such as cities and villages, but also including Industrial areas or other places were civilians could likely be found, or which are essential to the correct functioning of a civilian society.

It is the responsibility of the civilian's nation to care for it's civilians, and to evacuate from these areas so that no harm can come to them or essential infrastructure.

Methinks ebbor is showing the stereotypical lawyery-specificity clause here, bluntly exemplified by the adjective before the noun being a limitation towards the scope of the effect, when the effect should be general and explicit.

Which is why the law has a ton of those adjectives instead of few generalized words to cover everything. :3

Because you insist on utilizing kill. Poison gasses rarely kill, they maim horribly, which is exactly why they were banned. Same for biological weaponry. Hell, Mustard gas would be fine under your definition.

The problem for the dirty bomb is that you insist on saying large area. The very nature of radioactive material means it's only effective in high concentrations, and thus would be a localized, area denial weapon rather than spreading it out over a small area.
