For deflection, yes. As it's your shield that take the hit, the armor deflection would be less effective.
It would also make a definite difference between training battle and actual battle.
An IS that performs well in training may perform badly in actual combat, and vice versa.

Fair point, although the precedent is that IS' tend to actually be more powerful outside competitions: The first time there was an unmanned IS, it mentions that they were actually holding back because they thought there was a pilot, for example.

It doesn't do as much damage as other weapons, but can hit at two ranges.

If a nerf is really required, either a penalty to hit, or less damage.

Well, it's more the person wielding it than the weapon itself. If, say, SB's character wielded Rhongomiant, it would be stronger at medium range than in Alexis' hands, but terrible at melee, where Alexis specialises. Same way Caliburn is a strong weapon, but crap in Alexis' hands because of his terrible long-range score.

If there was a theoretical character who min-maxed to be best in melee and medium ranges, Rhongomiant would be best in their hands.
