Problem was, that you can only close the distance, or fire. Not both at the same time. I might allow it, but both actions would take a penalty to the roll.

As demonstrated during the first practice fight, it takes a full turn, however you still make your evade rolls and automatically try to maintain your distance.

Wait, you said armor would reduce to a minimum of 1/3rd of the original damage.
I have a suggestion for it to work in another way.

How about the armor deflection has reduced effectiveness when the shield is up?
That would make people use more multi-shot weapons against the shield, and go for single-shot weapons when they go for armor.
Or does it have some sort of basis in the manga?

Well, that's a good reason for why the specialized sparring IS have low armor and high shield, while the combat IS have the opposite.
A bit like comparing Fencing (Sword Tag) and HEMA (Historical European Martial Arts). A bit like comparing martial arts with combatives.

As for the effect, I was thinking more 1/2 efficiency, to make a real difference.
Maybe Fold-Out Armor makes a difference, maybe.

For deflection, yes. As it's your shield that take the hit, the armor deflection would be less effective.
It would also make a definite difference between training battle and actual battle.
An IS that performs well in training may perform badly in actual combat, and vice versa.

But again, maybe Fold-Out Armor changes that somehow, makes it more effective with the shield up.
