What are they?

Adriana Slate:
Active Ability: Eagle Eye 
Guarantees Adriana a 100% chance of scoring a headshot on an enemy. (Cooldown: 6-10 turns)

Passive Ability+: Marksmanship Training
Adriana's talents with sniper rifles ensure that her shots will never graze a target, and will either hit or miss outright.
(If Adriana rolls a graze in damage calculation, it is instead a body shot.)

Passive Ability-: Counter-Sniper
All enemy counter-sniper units recieve a 20% damage bonus during hit calculation against Adriana.

I like them. Also, how do stats work, anyway? As in, how do they effect rolls?

Okay, so it's basically like this. For a basic action, there's a D100 roll. Your skill determines how high of a number you have to roll to succeed in the action. 99 is the highest, and 00 is the lowest, so if your skill is 50, you have to roll a 49 or higher (99-50=49) to succeed in that roll. I decided to have 00 be zero instead of 100 so that even if a skill is maxed, there's the chance of failure, to keep it interesting.
But each character is treated as having one skill level in every skill, just so you won't automatically fail a roll just because you didn't put any points into the pertinent skill.

Are there modifiers for various actions? Like, a person would probably know how to use a radio, even if they weren't trained for it.

In "common knowledge" situations like that, I usually just won't do a roll, to keep the game moving.

Yeah, I just figure people might be more likely to notice it if it's on or near the front page, and since FG&RP (apparently if you call it "effgurp" people have no idea what you're saying) is a pretty active board, it occasionally feels like filler is called for.
