Mind adjusting Jesse's weight closer to average?
(Overweight characters, both players and NPCs will suffer in speed rolls depending on how far they are above the maximum average weight for someone their gender and height. This is to balance out the fact that weight also determines how much equipment you can carry.)
Other than that, looks okay.

Well, skills-wise, that is.

What's her backstory?
35 seems a little past one's prime to be that sort of death-dealing machine.
And from the ability "literal psychopath," I'm guessing she might be a bit crazy, and while SOF hires shady characters, it's not the sort of organization that would give someone with a mental disorder (and who, from the looks of it, doesn't play well with others) access to military-grade weapons.
You can keep the skills, but would you mind changing Jesse's character a bit?
I'll take that into consideration, and I'll be honest, I was just guessing most of that stuff, I'm a clueless person who doesn't know how much someone weighs.
And I may have gotten SOF's character a bit wrong, I'll change that to "Figurative Psychopath".

It isn't so much the age as it is the weight.
Average 5'7" woman should weigh 130-140lbs.

Seems good, but I would keep Politely Die and Lucky Devil since they're going to be more useful. Also, maybe reduce the penalty on Uncanny to 5. (25 is a bit excessive, trust me.)

What qualifies as Heavy Weapons besides mounted weapons? I'm considering having my passive being a "Rookie" to be Fakhr's gunner (sharing Fakhr's Speed and Vehicles) in case such a thing is allowed since it occurred to me that there are many vehicles (gunships, transport helicopters, two-seat fighters, tanks and so on) need a dedicated gunner and we lack people with a high Heavy Weapons skill.

Heavy Weapons includes heavy machine guns, rocket/grenade launchers, flamethrowers, and that sort of thing.

Sorry, I gotta veto the rookie ability, since it'd mean a sixth member of the team, and it's tough to see more than five characters pulling stuff like this off. Too many cooks in the kitchen, you know? Mounted weapons may be out, but when firing a weapon from a car (say, a pistol for instance), characters use the relevant skill for a roll rather than heavy weapons, so we wouldn't be completely boned.
