Are non-dwarven civ leaders a common thing now?

Context: I haven't played for quite some time.

I genned a small world, 250 years, started up fortress mode, and quickly realized that a solid 3rd or so of my civilization's figures were actually goblins. Peeking around in legends mode it seems like a goblin civilization (The Hot Lie, not that it matters) has been consistently raiding and pillaging my (the only Dwarven) civilization's towns and putting their own leaders in charge, although I can't be certain. If I interpreted correctly that means the goblins show up, take over a town, then instead of the town becoming part of their civ, they become part of mine.

I was just wondering if this is a unique occurrence or if it happens relatively often now, and any ideas on how that could affect my fort in the future?

I suppose it's not uncommon.  My current game has a human as the queen for my dwarf civ;  she's even migrated to my mountainhome fortress together with her king consort.  Can't control her since she's of a different species, but they hang out in the dining hall and throw lavish parties here and then.

I don't even know if it's intentional. You can't even give them a room this way. But I recently had an Elf King come and just hang out on the fountain garden and never ask anyone for anything

Wait, so the "friendly" thing is a bit more fixed, now? Or do these people show up as civ members uncontrollable like children?

Yeah, but I've heard stories of elf kings just hanging out at the edge of the map, unable to interect to the level people are describing. Must be older versions.

Hey, can the elf monarch issue mandates?

Oh right also as far as I can tell I don't have a king/queen, but is it possible that one of these guys is and I just don't know?

I'm wondering if anyone of you have actually tried to do something about this?

For example make an adventurer that actually hunts down those goblins and the main camp, destroy their leaders and see how that plays out in long terms?
