The only thing that doesn't check out is that Pasive has no navy. Sailing passed a certain point causing ships to essentially disappear and all that.

What Blade said. Surely Sanctuary does attacks by sea? It's a minor thing though, so I can change it. I just wanted to establish she's a good sailor, hence why she's assigned to Jack's crew and therefore part of the team.

EDIT: Switched 'navy' to 'army' which should hopefully fix everything. :P

Sanctuary doesn't "officially" attack (it'd be very suspicious if a raiding party had a boat) Thaus -which is landlocked- or Belitram, all unofficial raiding parties. Same deal with Belitram. And since both sides would have to cross Passan waters to attack each other in reasonable time+supply usage they tend to not do that since it would, by extension, piss off Thaus, their only trading partner. And yeah, there's coastal trading but it's limited to trade within each country.
