So I just checked that the original Blood Bowl was out in '09 and Chaos Edition came out in '12, so isn't that 3 years of development from the first product to the full product? Seems like they might be on track with BB2.

I believe part of the complaint is that they did not learn from the first experience... and from what I remember about the development of the original game, I can't imagine this one was somehow less smooth. Anyway...

Blood Bowl 2 Legendary Edition came out yesterday.

It adds 8 new teams, mixed teams and a bunch of new options. The main attraction for me was the the new eternal solo league because I don't really enjoy playing the game in multiplayer.

The mixed teams let you chose from an assortment of team groupings, for example I made a team  that let me choose players from Amazons, Norse, Kislev Circus, and Lizardmen teams.

Unfortunately I have not had a great experience with the expansion so far, I have played 5 matches and 3 of them have ended in the game freezing or crashing. Looking at the tech support forums I see that others have been experiencing the same issues so hopefully Cyanide can come up with a fix soon because it is pretty much unplayable for me at this point.

You can't create your own mixed race teams. There are some premade mixed race teams.
I think the mixed teams are:
Chaotic player pact: chaos, skaven, delf, underworld.
Afterlife united: vamps, undead, necro, khemri.
Alliance of goodness: woodies, brets, dwarves, humans, halflings.
Human League: Norse, Brets, Kislev, Zons, Humans.
Anti-fur society: Kislev, Amazons, Norse, Lizardmen.
Far east association: Orcs, Cdorf, Khemri, Goblin, Skaven.
Chaos gods selection: Chaos, Nurgle.
Superior Being Ring: High Elf, Vampire, Bretonnia, Chaos Dwarf
Union of Small People: Ogre, Goblin, Halfling
Violence Together: Ogre, Orc, Lizardmen, Goblin
Elfic Grand Coalition: High Elf, Wood Elf, Dark Elf, Elven Union

Violence Together and Far East sounds like it'd be good for a laugh anyway. A CDwarf team with actual tactical options could be terrifying to face.
