Acceleration:Thom speeds up time around his target, instantly finishing, or ticking thrice (if too OP), all over time effects, and also allowing them to take two (if unprepared) or three (if prepared for the effect) actions.
Deceleration:Thom slows down time around a target, preventing DoTs/HoTs from ticking as long as he holds time off.  The target cannot act for the duration of this effect.  Channeled.  The target can be healed or harmed by regular attacks normally.
Timestep:Thom displaces someone a short distance into the past or future. They either gain a bonus action that will take precedence in the initiative order, in addition to their normal action, or gain foreknowledge of movements and adjust accordingly, gaining bonuses on their attacks.
Rewind:Thom reverses the arrow of time for someone, reverting them to the state they were in on the previous turn.  This is a taxing exercise.

I will probably not be able to take all of these.

And it also makes no sense, on further review.

Deceleration:Thom slows down time around a target, preventing DoTs/HoTs from ticking as long as he holds time off.  The target cannot act for the duration of this effect.  Channeled.  The target cannot be harmed, nor healed, while within this effect, but persistent ranged attacks (bullets, arrows) will hit when the effect ends.

This is me throwing ideas out.  I'll drop some of the things if needed.

What level is everybody?

You have too many stat points. 13+9 implies you are level 4 instead of three. As it's every level up is +3 stat points, thus you should be 13+6. Same with Spell points. you should have 6+6, not 6+9.
