That's what I'm emphasizing. The fact that it has no real reason to, other than one involving severe incompetence (like forgetting to refuel from earlier voyages, crew trying to inhale all the hydrogen isotopes used as a fuel for a party trick, or having a ship design that has so little room for fuel that it is insufficient for even a fusion reactor).

Or if Sepia is just defective. Software development isn't exactly well-known for finishing on-time, on-budget without issues. Not even for military vehicles. Especially not for military vehicles.

Well, the Red Fleet are a bunch of rogues who have no support from the Layar government, using stolen tech that they may or may not have any idea of how to use, and it's not a far-fetched idea to assume Sepia isn't too happy with them in the first place, so I'd go with defective and incompetent crew.
