She spent 4 AP on a AoE that deals no damage, but causes a 1 time debuff. How is that OP?

hmm, true, it should be a bit less expensive. Though what I am really after is the dishearthened debuff. Later into combat, when Skyflames str mod becomes really really high, entire armies will have no choice but flee
