On the first issues I urge my fellows to vote Aye. The appointment of a general will be and should be left to the Centurion and this article does not change that. What it does is let the council know and approve of such a general. In all likelihood, Tower Elbegast will continue to lead our troops far far into the future.

On the second issue, one that has arisen before, is how to divide war spoils. As it stands now, the general can legally and rightfully claim every bit of spoils for themselves. We however are lucky enough to be graced by Tower Elbegast who divided the holdings in a reasonable matter. However, for the sake of the future, we should vote aye upon this issue to make it an issue of the council, not a single decision. Democracy will guide our hand.

On the third issue I have no opinion either way. I know not enough of this issue to offer any insight. When the truth is obscured, action is always difficult to take.

I have a fourth issue to bring to this council. The people of Sarlax have begun rioting. I have been informed that a provocative agent has been leading the people into rioting. In addition a Black Sun cult preacher has been confirmed to be inciting the people to rebel against our rule. I would like to request that the city provide some soldiers to help quell the rebellion which has taken to the woods and is raiding the city under the cover of darkness.

Tower Carus stands "Now now, I am sure we are all patriots who wish to see the very best for Ragona and its citizens. I am certain that we would not wish to imply that the honorable Chief of the Centuria is open to bribery or corruption.  I see no reason to alter the laws in regard to the appointment of generals.

Now as far as the division of spoils, I speak in agreement with many of the other houses. It is possible for a self-serving tower may slip past the watchful gaze of the Chief, but not past us all. I would be content merely with transparency, that we may see who is being rewarded and in what capacity, for their service to the City."

Pausing for a moment to consult some reports, Norvar speaks again "Rioting in Sarlax has touched my own holdings there as well, I lament that the newest citizens of our land are not content with our rule. Given my own interests in quelling the rioting, some of my forces can be made available..."

*Tower Jayne can be seen conferring with Towers Elbegast, Goldbloom and Richards in a corner of the Council Chamber. After a few moments, he raises and address his fellow Towers.*

"I am pleased to announce that the Patriots have agreed to raise two maniples from their own fund, the Sons and Daughters of Ragona, to serve the city and assist the Centuria. We propose to send them to Sarlax to help Governor Goldbloom pacify the region. We do not however know if that will be enough, even with the generous support of Tower Carus. Could the Chief of the Centuria enlighten us as to the military needs in Sarlax?"

CHIEF:  "From my reports from the garrison, we had four maniples present, with Sarlax's fort as backup, extending the effective strength to six.  The rebels manifested a force equivalent to some five maniples, and attacked the fort.  Both sides effectively lost a maniple, but the rebels retreated to the swamps and are presently attacking targets of opportunity, typically caravans and property on the outskirts.

CHIEF:  "If we can get our numbers up to eight maniples total, we should halve their forces total and the rest should rout or surrender, otherwise the fighting may be a touch prolonged."

I will add my own men to the defense of the city. I cannot sit by and watch these rebels terrorize the innocent.

"Sarlax should be safe with the help of Carus and its governor assisting the Centuria," says Elbegast, standing to address the room. "And now there is another matter. We have yet to discuss Tower Windborn's case. There are few crimes so destabilising to the wellbeing of the city than killing a Tower. If no one else stands forward, I volunteer to lead the prosecution."

"Indeed, if the accusations against Tower Windborn are true, he must be punished. But like every Tower, he is entitled to due process.

I will not lie, by inclination I would rather serve the prosecution than the defense. But if Tower Elbegast assure the prosecution, but is someone must take the burden of defending Tower Windborn, I am willing to do so."

"So, first issue. In war you need to act quickly, so I think additional bureaucratic layers are completely unnecessary and even harmful. I'm against it.
Second issue, I think that land division is important enough that all Towers need to at least review it.
Third issue-of course we need to help them! They are our allies, and were target of not only unrightful assassination, but also, I suspect a framejob.
As for rebells. Did anyone tried to negotiate with them?"

We negotiated a treaty with them and built an aqueduct for them. That they signed a treaty that they do not intend to follow is rather, off-putting. No leader has come forth from them, how can we negotiate with those who only strike in the night? Tower Evers, does it not bother you that the Cult of the Black Sun was seen inciting the people of Sarlax to rebel?

Windborn's representative stands "I have heard no discussion of the pirate problem! We need a strong navy to eradicate these pirates! I would like to request a motion be passed to allocate additional funds for our navy!"

I second the motion to address the issue of piracy by raising a navy. These issues are all the result of the previous war, we must address them.

In addition I offer my services to assist the defense of my friend tower Windborn.

I agree that Ragonan troops are going to be stretched thin. I think we should ask Lorenze for troops to send to Anterra. They are our allies, and owe us greatly. The Patriots and Tower Norvar and Goldbloom are already sending four maniples to Sarlax. This should be enough to keep things under control, but according to the Chief, one more maniple would be needed to crush the riots.

This leaves us with the Pirate. If the Centuria cannot assure its responsibilities, we Tower are going to need to organize a pirate-hunting expedition ourselves."

CHIEF:  "Traditionally, the city has always raised a levy of ships from its Towers, using centuria to staff them.  However, the proposal for a permanent navy is certainly something that I have debated with the Master of Coin before.  What would it involve, Master?"

The Master frowns.

MASTER:  "The good news is that our recent acquisitions in Sarlax have improved the budget enough that such a scheme is feasible.  The bad news is that it is still ruinously expensive.  The treasury has been holding at ten thousand denarii thus far, even with occasional expenses, but even a small fleet of four ships and accompanying marine infantry would cost us 7,800 denarii in shipbuilding, training and equipment.  If we raised general taxes from 10% to 12% of profit, we could afford the upkeep of 1475 denarii per fortnight.  Nevertheless, recouping the initial expense would take us five months of taxation, even at the 12% tax rate.  It is doable, but perhaps impractical.  Relying upon our Towers' fleets may be the best option."
