I'm going to say classical 'citizen' restrictions.  You need to be 21 and of one of the noble Houses.  No upper age limit, so senile towers are a-go.  Unlike history, you can be a man or woman, because in fantasy we can repeal gender roles.  Yaaay!

Edit:  Incidentally, here are the current qualifications you need to be a 'citizen' of Ragona.

* Over 21 years of age.
* Income of at least 100d per year.
* Be born in Ragona.

Only citizens may own property (as in land) or hold slaves.  Non-citizens must rent, and this includes a tenancy agreement on farmland.

Family Name:Evers.
Family Trait:Sneaky.
Affiliation: The Cult of the Black Sun.
Primary Holdings: Farms.
The Evers House was medium-sized noble family and member of Tower Council of Ragona for large part of its history. Until several years ago, when they were caught in a series of intrigues and most of them were either assassinated or executed for assassination attempts on the Crowns. Only those deemed not dangerous remained, and Hermolaos is one of them.
Hermolaos was installed as a Tower for the ease with which he is manipulated. He is known to be idealistic and hot-headed, but almost cripplingly naїve. Because of this he got targeted by Black Sun proselyters, and this year finally converted.
