Did we ever figure out if skelebums can leave our domain?
They cannot. Any minions you create cannot leave your domain, and effects like Surpass Death will simply disappear from someone if they leave your Domain.

Defy Death just brings the target back from death, so no need to worry about whoever you revive being bound to your Domain. If who, or what you revive was bound to your Domain before it was revived it'll stay that way, if not then its free to leave when it wishes.

You'll gain nothing, but a wasted Defy Death. Though the person you revived would be capable of receiving your voice after revival.

These goblins would likely make good scouts and go on the occasional raid.

Rez a goblin with Defy Death.  Then inform the goblins of the basics of tactics.  Like:"If you run into a strongpoint, and there are weaker points, go around."

Day 14, Part 4
You feel slight annoyance at the blue-skinned one's words, but decide to withhold much harsher words as you reply,

"Death does not hold dominion within these hallowed graves. The fallen may rise once more. Fully Living. Or Partly Dead. Bring the bodies of your fellows, one a day may be brought to life once more. Aware of themselves, and in control of their own fate."

When he hears your words the blue-skinned one's face turns into a feral snarl, and he spits onto one of the graves before replying.

"Take your promiseses to the underworld you foul being, you will get nothing more from my people, and I will make sure that the rest of our kind know to avoid here. The humanses want you? Let them throw their warriorses to death against you, and we shall watch hoping you die.

We must leave now my tribesmen, the being that callses this place home is a foul existence."

With that the other goblins spit in the direction of the slain peasants, and begin to follow the blue-skinned one out of the graveyard.
