Hm... that might be a bit complex to figure out for 12 people...

Maybe it could simply be 'Base Damage + Str or Mag' for skills and 'Weapon Damage + 1/3 Str or Mag' for normal hits? It's consistent, and doesn't take an hour to calculate. Would probably increase the base damage between tiers.

Of course, after figuring out the system, I'll allow re-stating if desired.

But really, do what you want. I was fine with the old system and will probably be fine with whatever else. This would mean you need to find a new way to do endurance and probably something else for spirit to do, since we would be looking at ~60 damage from our strongest members strongest attacks.

That was a confusing sentence. So lets itemize what is going on.
-Current HP is in the hundreds
-Damage change would make most attacks two digits.
-Thus HP needs to be changed.

It might be obviose, but the Endurance change would have to be balanced with the damage change.

Since the damage is reduced by more then half, that would make END matter more then it currently does. Is that what you want?

Eh, the heat has been baking me too much to do any more maths today. I would only suggest asking Mr.Void/Elf what they think, since they made the current system (that, as far as I am aware of, Geek was the only one to complain about  .)

But this isn't real Japanese high school. This is Anime/Video Game Japanese High school, where perverted actions are ignored so long as they are entertaining and rumors are only for side characters and backstories.
