What could go wrong with hundreds of people in a confined area with no escape and no law enforcement officers all running around having fun in zero gravity for years?

Easy. Taze em, while they are incapacitated, cuff their legs and arms with rigid shackles so they can't move them, then connect them with a rigid spine. Basically they are put in a position with their arms above their head tied to each other, connected to something tying their legs that is rigid. Makes it impossible to move, so you can just drag them along like a suitcase.

That doesn't mean it won't ever happen, just that it's not going to happen tomorow. All it's going to take is the right kind of push to get mankind to start heading to outer space; I firmly believe in that.

Just make sure every room of your station can be remotely sealed. Criminals there? Instant lock-up! Also convenient in case of hull breach. Needs good security and robust failsafes, mind.

Why not go full Scifi on this.

Quantum teleport gun.

Each cop is assigned a special pistol that has quantum superposition charges instead of bullets. Those charges are each, individually entangled with a mass/energy feild of similar potential to a humanoid body, safely locked up inside a cell.

When the charge intersects the target, it superimposes that energy matrix with the target, forcing the target to quantum tunnel immediately to the prison cell, no matter where it is in the universe. (They are replaced at the scene with the energy feild, which disperses.)

Due to the immense costs involved, this option would only be useful for seriously high profile criminals, and where the criminal is wanted for charges at locations sufficiently far away that sending several bounty hunters to recover them (and risk escape attempts in transport) would be unacceptable risks. 

Then again, we could say that it is "Super cheap" because "Dyson sphere technology + Need for VERY FAST return home travel == Economies of scale for space exploration!"

Travel to a distand star system? Shoot yourself with your return home gun-- BOOM-- Back home! ;)

PURE fantasy-- but fun!

In The Forever War, after Mandella gets back to Earth from his first battle, he finds that they now serve heroin in the officers' club, along with shots to keep you from getting addicted. He prefers his pot, though.
