Didn't that require special training or pacts or something?

Never paid it much attention to be honest.
If you had a soul, you could do magic. There was a time where only a few people could do magic but my god discovered that was only due to a Council limitation made around the time of Creation. The limitation was quickly removed after that and everyone had magic.

This Fusil fellow sounds like a lame god. Instead lets worship Neron, the Coolest God.

You briefly consider abandoning Cim and joining your sworn enemy, or a God not nearly as cool as the Best Divine Snowball Player in the Universe, but you just start walking to the monastery for the meeting. The people you pass on your way are doing their best with business as usual, but you note a twinge of worry here and there. There must be rumours. The monastery's corridors are quiet, as the current half-hour of the day is to be devoted to prayer.

Anaxas, the Mountwyrm Prophet, and Quert, the mayor, are waiting for you in a private room. The atmosphere in the room is ice cold, but you can smell a lot of sweat. The pair doesn't seem very concerned with personal hygiene at the moment. "So, I think it's time to reach the conclusion Cim won't be back for a while," Anaxas says, "but how are we going to stop everything we've worked for from falling apart if and when this becomes public knowledge? With the enchantments down, any enemy could follow the merchants right up to Cloister and besiege it. While I trust your skill in defending this city, Coras, we simply don't have enough production to stay self-reliant in the face of a siege. Beyond that, civil unrest is going to skyrocket; the threat is internal as well. Do you have any ideas on what we should do? That's for you as well, Mayor Quert. I personally think we should slowly and carefully, so as to prevent panic, spread more rumours than there already are, so everybody handles the news at their own pace and nobody is surprised when the rumours are revealed to be true."

Tell the priests that when the time comes, they are to reassure the people by reminding them to remain orderly as per Cim's teachings.

Pray to the Council asking where Cim is.

If anyone becomes too nosy, we could tell them that this is a challenge from Cim, to see if we are able to retain his order without him watching over our collective shoulders. It might very well even be true.

In what way it would be a greater fall than when people find out that Cim is actualy gone and we were keeping it a secret?

We'll have lost the trust of the people. Also, controlling the people with Cim doesn't work without Cim. What we can do, however, is control them with Cim's teachings of Order and Law.

Keeping secret of Cim's dissapearance by definition means that we'll be telling people Cim is still there. If the truth comes out, the fall will be greater than just saying people that it is a chalenge to be overcome.

It might be worth it to see if we can get into contact with an angel of Cim at least. Having one of those around would probably improve morale quite a bit.

Also, let's not forget we can impose order on people's minds. Getting the various priests to quiet down probably wouldn't be too hard if we really wanted to...

At the very least, we can use our power to calm them down so that if we do decide to reveal the situation publicly, people will still see how "calm" the priests are in the situation and potentially take some comfort from that.

Lastly, if we don't go with any of those and we do decide to do the public reveal, we can always see how bad things get and use our power to reign in order after the fact if things get too crazy.

We're just supposed to keep secret that the enchantments are down. We should be honest when it comes to the news that we can't contact Cim.

Fairly certain that fear of divine retribution scared away far more attackers and thieves than the enchantments ever did.
