Do not fret, Vertab. All in due time.
I'll let you know that despite my occasional daft and lazy questions that might have lead you think otherwise, I actually do read all that is posted here and keep tabs on outstanding issues.
Also, I remember each and every insult, be it crude and direct or snarky and veiled, hurled against Ibn Don's persona. ;)

Also, it's past midnight here, so I probably won't get the turn in before tomorrow.

((FYI, I will be on a bus from Boston to Bangor tomorrow evening...if I get the file and my internet cooperates, I will be glad to have something to do during the ride.  Otherwise I won't be available until Sunday or Monday evening.  Sorry if this holds things up :( ))

Assembled dignitaries,

In the face of renewed hostilities between the House Hawkwood and the League, I must insist that we continue to strive for peace among the Houses and Factions of our Empire.  While we may be inclined only to see the warships and implements of death, it is easy to overlook the innocent clergygoers and bean counters (O! those mighty counters of beans) whose livelihoods we take with every assault and siege.

With the above considered, I present to the Assembly the following Decree, to minimize the impact to the bystanders of this senseless war, as well as to incentivize cooperation among us all:

Ecclestiastic and Economic Investment Act
WHEREAS lasting peace is desired with the True Believers and the Great Economists of this Empire; and
WHEREAS Great Houses continue to take possession of the men and machines of these groups;
NOW BE THE FOLLOWING DECREED:
1. All captures of Church or League space-faring ships to Great Houses must be announced to the Imperial Assembly.
2. All captures of Church or League profit-generating officials (of at least 1000 Firebirds per annum) must be announced to the Imperial Assembly.
3. Such announcements will specify the number of civilian (i.e. unarmed) and the number of military (i.e. armed) units captured.
4. This Act shall only apply to those Great Houses at war with the Church, or the League, or both at the time of enactment.
5. This Act shall cease to apply to a Great House when that House obtains peace with both the Church and the League, and announces this peace to the Imperial Assembly.

Your imminent thoughts are greatly appreciated, as every moment wasted is another innocent casualty on the road to peace.

Respectfully,
Lady Santiago, &c.
Second Regent of the Empire

"Emperor of the rising bureaucracy"

Decados accept this decree. However we want to notice that it is League and Church should report their captures, not the honor Great Houses who only defend their lands.

Very well. House Hawkwood accepts this act.

I also full heartedly endorse House Decados amendment that the League and Holy Church announce any of their unlawful seizures of House retainers.

Goddamnit. Upon rereading the house rules, I've realised changing tax rate on cities is allowed. 20 years of sub-optimal production >:(

A quick, related question: is it allowed to skim the tithes for that extra bit of income free of any consequences?

You an adjust taxes and tithe to whatever amount that you want but like taxes the tithes will affect loyalty also if it is too high, but as the rules state never change unit pay or you lose the noble, knight battle bonus.

Yes, I just read it from the original EFS manual, here is what it says "The more you tax your fiefs, and the more you skim from the Church affects your approval level."

Wait, thithe skim affects loyalty? Are you sure?

Can you run a test game and see if it does anything, 'cause I'm pretty sure it didn't in any of my previous games of EoFS. I think the manual might be wrong in this respect (which is not unusual after all).

I can't do it myself, since I've got my turn loaded.

Good news, I captured the Church on Kish, and raised the tithe the next turn the ran it four more turns and it did not affect peasant loyalty.  Another typical EFS bug.  So, I guess we can all now Tithe to the maximum.

Turn sent.

Spoiler: laws (click to show/hide)

Being the Garrison Commander is a heavy burden, but one that needs to be carried for the sake of Humanity. House al-Malik will provide its best assistance in fighting the Symbiot menace on Stigmata and, if Pantokrator allows, beyond.

To better perform our duties, we ask the previous Garrison Commander to transmit Stigmata maps.

So far we've ascertained that the Symbiot presence is heavy, but already the imperial troops under our guidance have managed to burn one of the hives to the ground. There's many more to go, and the resources are scarce, but we are hopeful.

As for the Patriarch excommunicating me - that's just par for the course for this spineless, hateful pseudo-pope. May he burn in hell and, generally speaking, fuck this guy. What a douche. I'd fire him on the spot if I were running this business.

Whomever bribed him is a dick as well.
