Lady Regent and Fellow Lords,

Lord Vladimir Decados has been provided with a confidential report detailing the construction projects and movement of Imperial Eye assets throughout the Known Worlds.

However, in my parting as Interim Director of the Imperial Eye, Lord Flavius wishes me to publicly disclose the Imperial Eye Assets on Byzantium Secundus that will enforce the "Byzantium Covert Restrainment Act".  These operatives should put Lord Ibn Donald Al-Malik's fears to rest. 


By the time you read this message to the Decados will be in control of these forces, and will have become the predominant covert military force on Byzantium Secundus.

EFS Taxes

OOC: On the last turn I noticed that all of the Al-Malik estates on Madoc are at 45% and just wanted to share with all of the players how dangerous raising taxes is for your Houses.  Anything under 50% will usually lead to rebellion where your cites are turned over to the rebel AI.   I assume Il Palazzo raised his greatly to pay for all of the new League Ships he has acquired, but the consequences can be very bad if you leave taxes that high for a prolonged period of time.

Here is the paragraph from the EFS Official Vanilla Game Book that I hope will help with explaining taxation.

Huh, I haven't ever touched the tax sliders, and had enough money to pay for everything no sweat.

What the hell had happened there?? Could it be that Stigmata troops made me insolvent somehow? I thought Imperial troops' upkeep was free.
Other than that I can only think of being excommunicated as the culprit, but shouldn't you guys get a message in such an event?

(or you got confused, maybe?)

OOC: I had forgotten about Excommunication I had just assumed you had raised taxes last turn, but if that is the case I believe Excommunication lasts 5 or 6 turns.  It may have just happened last turn since the Church goes last and although the affects have begun you probably won't receive a message until you get the turn. 

Stigmata would not have affected it all expenses for their troops pay comes from an "Imaginary" Imperial Treasury, and anyways that wouldn't affect city loyalty but troop loyalty which it looks like your troops loyalty are unaffected.

But I am not mistaken here are some screenshots one from your fort on Byzantium Secundus and the other is the mine near the Imperial Eye oil rig on Madoc.  Both say 45%.  It has to be Excommunication I will double check to see how long Excommunication lasts for certain, and let us know if you receive a message about it on your turn.

Say, can the Church AI dish out excommunication out of its own volition, or does it need to be prodded by a vengeful, mean-spirited human being?

OOC: The EFS Vanilla Game Guide makes this sound more like Excommunication now.  It said it lasts 5 turns and decreases peasant loyalty by 30%  But there is good news you may not get any rebellions, here is the EFS Peasant Loyatly Chart. 45% should keep you out of rebellion mode.


Now, I guess you need to find out which of these evil nobles did this to you, I wish I could take credit but unfortunately I forgot we could even do this! haha

I have never seen it ever be initiated by the Church AI and I don't think there is anything in the programming for it, this is most likely player initiated.

If not, then it'd be nice if peace treaties with the Church were always announced by players.

(don't worry, oh hateful individual, I won't be able to pinpoint you this way, as apparently you can bribe the Patriarch to excommunicate other players even if at war yourself)

What? You need to ask? Of course I do. It was me who brought this to the attention of the Senate, after all.

What I'm not entirely sure about is the Eye exemption. What does it matter to me if there's an army of assassins in some house's direct employ stalking my electors, or an army of Eye operatives controlled by the same?

But it's acceptable as it is, so let's get this thing signed first, and debate any amendments later.
