Imperial fleet was stationed there from the start of the game. The reason is unknown for me, maybe it was placed there in a case of Vau aggression. I don't see any repair facilities around.

Yes, you are correct.  The Regency keeps a symbolic contingent of Imperial Fleet in orbit above Cadiz, to let the rest of humanity think we could possibly stop the Vau if they wanted to invade human space.

A great victory over the Symbiot fleet at Istakhr!
Minstrels sing praise of the mighty Tulwars impaling hulking abominations with their energy lances from afar, while the brave fighter pilots (Pancreator rest their souls) swarmed their defences.
However, as the celebrations on the streets slowly die out, the citizens begin to settle into uneasy comfort of fragile safety, constantly reminded by the husks now littering the orbit that this was but a small victory in a greater struggle, and more battles are yet to come.

Gwynneth

A true gem, when 90% says "Hawkwood world" they mean right this world! It has a plenty points of interest for tourists. It's capital is a big city, but the air is crystal clean. It has a beautiful river to the north west, gorgeous gulf to the east and a dazzling mountains to the south.

Delphi

This is the homeworld of Hawkwood dynasty. Some people come there to see the ancient monuments and visit vast museums, but the weather here is harsh and the ice storms are common. If you are really fond of ancient architecture you must visit this place!

Leminkainen

This world is well known for its jungles. While they may be even dangerous to unprepared people, many survivalists come there to meet with the primordial wilderness. They say that you can meet wild animals even in the streets of the capital of this world.

Ravenna

Hawkwood really posses any imaginable type of the world! This one has an oceanic terrain. It is a second place for tourists to visit. The planet is covered with gorgeous islands and there are a plenty places to visit. The huge sea liners are roaming this world and you may want to try to live on one!

Firstly, once more we have paid the untrustworthy Eskatonics for two new settlements on Pentateuch. Although really they should paying us for our aid in taming this ravaged world.

Secondly, I commend the writers of "Pravda" and the citizens of House Decados in their discerning taste of vacationing hot spots. However as both Lord Hawkwood and First Minister of Tourism I must put out a few advisory warnings for eager travelers.

Gwynneth: All incoming visitors must register with the Customs and Border Protection Office just outside the star port for their complementary Biohazard Level 4 protection wear for both beach going and hiking activities. There has been a spot of the Moax going around so take care to suit up before your summer fun.

Delphi: Disappearances in the ultra-artic north pole have led to rumors of Yeti attacks. Rest assured these are simply rumors, they are really Obun terrorist kidnappings.

Leminkainen: Absolutely spot on, there are indeed often many wild animals inside the planetary capital and surrounding lands. We call them Vuldrok Barbarians. Beware even a tamed Vuldrok can bite.

Ravenna: Make sure to bring mosquito repellant, its the wet season this time of year.

The Symbiots were granted the Stigmata Garrison, the Vau were gifted the Imperial Fleet, and the Inquisition was awarded the Imperial Eye!  ;D

I've only just SENT the turn to Decados, so Hawkwood hasn't had an opportunity to assign ministries yet.

Hazat settle two cities on Pentateuch.

Elsewhere at a less important occasion House Hawkwood also announces one new settlement on Pentateuch and four new cities on Tethys.
