Could it be modded that the only unit that could search ruins would be a unique unit in the possession of the imperial eye?  Somehow mod the ruins so that there is always a unit with super high agility but no attack so that only the eye "explorer" could hit them?

Ministry Construction on House Worlds/Selling Resources Addendum

I wanted to point out that the Ministries sort of have eminent domain to build anywhere they want to in the Known Worlds under the Imperial Charter, including on the worlds of the noble houses. 

I wanted to suggest making one amendment to the no selling ministry resources rule, that Ministry Resources could be sold only to reimburse noble houses when a new ministry city is built on one of their worlds.

For example, say the Imperial Eye wants to build a starport next to their fort on Delphi, the Imperial Eye would sell 5000 golden firebirds worth of resources to reimburse the Hawkwoods for seizing the property to build the new Imperial City.  The exception for this fee would be on the Imperial Worlds of Tethys, Stigmata, and Nowhere I think any ministry should be allowed to build on those worlds since they are technically property of the Empire.

Conversely, if a noble house wants to expand a new city on an Imperial World then they should pay the 5000 golden firebirds to whomever is the sitting Regent.

What do you all think?

So, you are saying that to build a ministry city the money to reimburse should come from a houses private funds rather than from selling a ministries resources to pay for it.

Once more the Eskatonics profit from their own sloth as Hawkwood pays for another resource settlement in the fringe of Pentateuch.

I believe that settling of Ministry worlds after a House gains one should be kept fluid between Minister and buyer. Both to add more value to the slow diminishing Ministry and to add that extra layer of tension both in seeking that seat and future border clashes as a previously friendly administration may become a hostile one.

Also just realized that isn't what people are talking about. I honestly cannot see many opportunities where a Minister would want to build a city on a player owned world but in that case they'll both probably work something out. Or war, either or.

Li Halan Edict Regarding Scraver Vessel Quarantine at Rampart

The Li Halan Royal Navy has issued the following statement regarding the quarantine of a Merchant League/Scraver Casino Liner near the orbit of Rampart.  Four days ago communications was lost with the Scraver Pleasure Liner "Enchantress", when a patrol frigate was sent to investigate their last known position it was found adrift and operating on auxiliary power, later contact was lost with the Li Halan Royal Marines Boarding Party that breached the vessel to look for survivors.  This was their last transmission...

".....(blaster fire).....Repeat the vessel is infested with Symbiots.....do not attempt rescue....May the Pancreator have mercy on our souls...(blaster fire)....[End Transmission]"

Until further notice a Li Halan frigate has been assigned to shadow the ships trajectory, all salvage and recovery vessels are forbidden to approach the "Enchantress".  The Inquistional Synod has been contacted and the Temple Avesti are en route to initiate a cleansing of the vessel.

The only cleansing I anticipate from the ever delicate and subtle Avestites is a fusion cannon blowing the ship to bits. Although it pains me to see a Scraver casino shot down as the Hawkwood have recently signed a contract with the Scravers to ply our space lanes with Quasar Bingo and other space themed free money for me things. Oh and transport our military so feel free to buy one ticket and you get your first firebird token free!

In other news, I did the thing with moving the Church lore to the front page. I also slapped together an Imperial fief blurb for each of the four Regency worlds that I mostly quoted from the Fading Suns book of a similar name. Incidentally when I was searching through Tethys I came across this amusing tidbit:

"Each regent installed some family troops and created fiefs on the world, but these fiefs were kept small and in balance by the jealousy of the other houses....Its history is rife with
regents attempting to pillage its resources for their own worlds (building fleet ships only to “sell” them to their own houses, etc.)."

I just read the Imperial World summaries they look awesome, can't wait to see more.  I hope you do the League next.

The arrival of Vladimir Decados and his elite space fleet turned the tide of war. The surface was burning and elite Kossacks unites were dropped to overtake the most crucial places. Soon the planet will become free of the violence but now it is in the middle of the conflict.

By the end of the year an another important event occurred. An elite imperial fleet in the full splendor jumped in the system...
