Build railways in 13, 23, 29, and 31 (IF that allows me to move armies this turn via railways, otherwise instead of building a railway in 13 and 23, build fortifications in 23 and a research academy in 16)
Raze the HQ in 19

Move two armies from 22 to 13
Move two armies from 23 to 13 (IF possible, otherwise move to 22)
Move one army from 19 to 17
Convert two armies in 17 into fleets
Move one army from 31 to 29 (IF possible, otherwise move to 28)
Move one army from 30 to 29
Move one army from 29 to 22 via Black Sea

Send a request to the Ottoman Empire; we would greatly appreciate if they could request that their allies, the Romans, conduct troop exercises in provinces that did not border ours. As the Romans are allied to Belgium, we worry that they may be trying to abuse the privilege the Ottomans have granted them by conducting troop exercises so near our border, and thus forcing us to divert precious troops from the war effort. If cooperative troop exercises is the only intent, we believe that provinces 39 or 37 would both work quite well, and would make us much more comfortable with our borders. I hope we can both agree that having borders we can be sure are secure is important, Sultan? If were able to pull my troops away from those borders, I think we would both be much happier, no?

Almost in the same time, a detachment of Roman marines, under cover of the night, sailed to several key harbors in Portugal and seized the control over the territory!.

An ultimatium to the AAI

The Canadians demand that you immediately sever all ties with the Romans, or you will be considered entirely complicit in this war.  Their use of your transport capability to invade our lands is a clear violation of trust.  We also demand the Steel Hull blueprints as reparations.
